Abstract

The development of the tourism industry in Indonesia, particularly in Bali, has encouraged the increasing use of travel agencies in organizing tour packages. In practice, consumers often suffer losses due to services that are not provided in accordance with the agreements made by travel agencies. This study aims to analyze the legal regulations governing the responsibilities of travel agencies toward consumers and the forms of legal liability arising from consumer losses. This research employs normative.  The findings indicate that the legal responsibilities of travel agencies are regulated under the Indonesian Civil Code, Law Number 10 of 2009 concerning Tourism, and Law Number 8 of 1999 concerning Consumer Protection. Legal liability may take the form of compensation, reimbursement, replacement services, or refunds for consumers who suffer losses due to breach of contract or unlawful acts. Therefore, stronger supervision and greater compliance by business actors are necessary to ensure optimal legal protection for consumers.
