The outbreak of discourse about Panca Curiga in the community until now has only been limited to conversation without a scientific investigation. From several studies obtained, Panca Curiga actually has many similarities with modern language disciplines such as Hermeneutics and Semiotics, which provide many opportunities to be used in studying the language phenomena of Sundanese society. This is at least practised to read Sundanese pantun rumpaka to capture its deepest meaning. The rapid growth of the food and beverage (F&amp;B) sector in Indonesia opens opportunities and increases competition, especially for innovative MSMEs. CV. Dapur Kelor Bandung faces challenges in the form of negative perceptions of moringa and intense market competition, necessitating a comprehensive evaluation of its business model. This study used qualitative methods through interviews, observation, and documentation, with descriptive analysis of the nine elements of the BMC. Meanwhile, Pancacuriga, also a "tool" for interpreting and understanding something, is more widely known and used by certain groups, such as puppeteers in wayang performances. Semiotics, discourse analysis, and Pancacuriga utilize a specific framework or structure for analysis. This paper examines Pancacuriga as a uniquely Indonesian analytical tool for reading texts and social phenomena. The method used is qualitative with a grounded theory design. Pancacuriga has a methodological cycle. The five elements of Sindir, Silib, Siloka, Simbul, and Sasmita form a communication system and simultaneously an epistemology—a uniquely Sundanese way of knowing and understanding. Pancacuriga, in essence, is the application of the scientific spirit to the humanities and social life. Jayawijaya Regency, as part of the special autonomous region of Papua, faces various challenges in implementing public policy, requiring a collaborative governance approach. This study aims to analyze the role of policy networks in supporting the effectiveness of public policy implementation in Jayawijaya Regency. This study uses a qualitative approach with a descriptive-analytical research type. Data were collected through in-depth interviews, observations, and documentation studies, then analyzed qualitatively. The results show that the implementation of public policy in Jayawijaya Regency has not been optimal due to weak coordination between actors, limited capacity of the apparatus, minimal involvement of indigenous peoples, geographical and infrastructure barriers, and low levels of trust between the government and the community. Acts of vigilantism often arise due to perceptions of slow law enforcement, injustice, and a communal culture that emphasizes personal or family honor. In the digital era, pelabrakan has expanded to social media through the dissemination of personal shame, insults, and threats, which can be classified as cybercrime under the Electronic Information and Transactions Law (UU ITE). This study analyzes the psychological and juridical interactions of pelabrakan through the Family Legal Awareness (Kadarkum) Socialization program in Kelurahan Baru Ulu, Balikpapan. The findings show that value-based legal education can transform community behavior from emotional reactions to rational resolution, foster self-control, and build a legal culture. This role ensures the smooth implementation of leadership duties and the image of the institution, as stipulated in the Indonesian National Police Regulation concerning the Regional Police Organizational Structure. The existence of discourse about Panca Curiga in society until now has only been limited to discussion without scientific investigation. Efforts to understand how to interpret rumpaka, especially in art whose creator is unknown, has its own complexities. This can be seen from the rumpaka-rumpaka that appeared before the rise of artistic industrialization, for example in the Sundanese art of pantun or kawih kaulinan barudak. From the results of the study based on the application of Panca Curiga to the rumpaka pantun and kawih kaulinan barudak models, Panca Curiga actually has many similarities with the disciplines of interpretive methods such as Hermeneutics and Semiotics. This study uses a quantitative approach with multiple linear regression methods to examine the relationship between the independent variables, namely digital leadership and motivation, on the dependent variable, namely ASN work productivity. The results showed that digital leadership has a significant influence on work productivity with a value of B=0.265, Beta=0.492, and a significance level of 0.000. This indicates that the better digital leadership is implemented, the higher employee productivity. In addition, work motivation is also proven to have a significant effect on productivity with a value of B=0.341, Beta=0.340, and a significance level of 0.000. The ANOVA test shows that the overall regression model is significant (F=71.719, Sig. =0.000), which means that digital leadership and motivation together contribute to increasing work productivity. The R Square test result of 0.594 indicates that 59.4% of the variation in work productivity can be explained by digital leadership and motivation, while the remaining 40.6% is influenced by other factors outside this study. The findings imply that the Subang local government needs to improve digital leadership competencies through training for structural officials and strengthen the work motivation system through incentives, career development, and a conducive work environment. In addition, optimizing technology in public administration can be a strategic step in improving the effectiveness and efficiency of employee work. In analyzing the intertextuality contained in the meaning of the lyrics of the song Wengi Énjing Tepang Deui, this research was also elaborated with knowledge and understanding of Sundanese culture in order to obtain a comprehensive meaning. The results of this research show that the meaning constructed through the dictions and lines in the lyrics of the song Wengi Énjing Tepang Deui offers spiritual concepts that are structured through the practice of manekung which aims to gain enlightenment and become a true human being (Manusia Sejati). This change has placed policy networks as an important element in the public decision-making process. This study aims to analyze the role of policy networks in public decision-making in the era of decentralization. This study uses a qualitative approach with a descriptive-analytical research type. Data were collected through in-depth interviews, observations, and documentation studies of actors involved in the public decision-making process, then analyzed qualitatively. The results show that policy networks in public decision-making are not yet functioning optimally. The problems found include the dominance of government actors, weak inter-agency coordination, symbolic public participation, unequal access to information and resources, unmanaged differences in interests, low levels of trust between actors, and unequal capacity among local actors. One concrete manifestation of this transformation is the implementation of the Agency-Level Financial Application System (Sistem Aplikasi Keuangan Tingkat Instansi – SAKTI), which is regulated under the Regulation of the Minister of Finance Number 158 of 2023. This study aims to analyze the implementation of SAKTI and its impact on the performance of Expenditure Treasurers within the jurisdiction of the Bali Religious High Court.This research employs a qualitative method with an empirical legal approach. Data were collected through in-depth interviews, direct observation, and document analysis involving Expenditure Treasurers at selected work units. The results indicate that the implementation of SAKTI generally improves the effectiveness, accuracy, transparency, and accountability of state financial management. The use of an integrated electronic system simplifies administrative procedures, enhances data consistency, and strengthens internal control mechanisms in financial transactions.Nevertheless, several challenges were identified, including technical system disruptions, limited human resource competencies in information technology, and frequent regulatory changes. These factors affect the optimal use of the system and influence the workload of Expenditure Treasurers. The decline in fair opinions and the increase in fair opinions with exceptions indicate challenges in regional financial management and the need for improvements in transparency, accountability, and financial management systems to achieve better standards. This research uses different methods, contexts, places and populations from others research. The research uses a quantitative method with an associative approach. Samples were selected using purposive sampling, involving 114 respondents from 38 regional work units. Data were analyzed using multiple linear regression through SPSS Version 30. The results show that partially, HR competence has a significant effect on the quality of financial reports, while SIPD utilization does not. However, both variables have a significant effect when tested simultaneously. Based on the model feasibility test, it can be concluded that the estimated regression model is appropriate for explaining the influence of SIPD utilization and HR competence on financial report quality. This is supported by the coefficient of determination (R²) of 47.5%, indicating that SIPD utilization and HR competence explain 47.5% of the variation in financial report quality. The research is motivated by persistent disciplinary issues among employees, including tardiness, non-compliance with working hours, and inefficiencies in monitoring performance despite the adoption of online attendance systems. Using an empirical legal research method, this study applies sociological and legal psychology approaches to analyze how digital attendance policies are implemented in practice and how they influence employee behavior. Primary data were collected through observations and interviews with key informants, including office leaders and staff members, while secondary data were obtained from legal regulations, institutional documents, and relevant literature. The findings indicate that digital attendance systems contribute significantly to enhancing transparency, accountability, and supervision of employee performance. The system enables real-time monitoring of attendance and work activities, thereby strengthening organizational control and supporting the digital transformation of public sector governance.
