<p>The digital economy is a part of the economy that simplifies and supports the transaction of goods and services through electronic commerce in the virtual world. It is also referred to as the internet economy or online economy, as many digital service providers utilize internet networks to offer services to end consumers, including online ride-hailing services. The purpose of this study is to examine the buying and selling of online accounts within transportation services, specifically Grab, and to assess the impact of these activities on users. This research adopts a normative legal study approach, using primary legal sources, such as Law No. 8 of 1999 and the Electronic Information and Transactions Law (ITE Law). The relationship between app providers and drivers in the sharing economy system is a partnership; however, account trading is strictly prohibited. This practice is dangerous as it involves identity misuse and data manipulation, which violates the law, particularly the ITE Law. The account trading practice poses a threat to the safety and rights of consumers, which are protected by the Consumer Protection Law. Consumers are at risk of being served by unverified drivers, thereby compromising their rights to safety and accurate information.</p>Yulias Suci WulandariUkas

<p>Competency Development Planning is a bill for private employees and government organizations today.</p> <div><span lang="EN-US"> This article is entitled Competency Development Customization through the Competency Development Needs Analysis Management Model (AKPK) for Civil Servants in the Work Area of the Ministry of Home Affairs' PPSDM Regional Bandung, one of which is to respond to the above phenomenon. The purpose of this study is to obtain a model that meets the requirements in analyzing competency development needs. The method of this research is qualitative Research and Development (R&D) which is equipped with the SOAR (Strengths, Opportunities, Aspirations, and Results) analysis method. Data collection was carried out through: (1) documentation studies sourced from (a) research result documents published in journals related to competency development research and (b) competency development documents at competency development organizing institutions using activity implementation checklist sheets; and competency development documents using activity implementation checklist sheets; and (2) opinion polls using questionnaires related to the actual condition of employee competency. The data analysis technique uses simple descriptive statistics and qualitative analysis in the form of a Systematic Literature Review (SLR). The results of the analysis, synthesis, and recommend 3 (three) major stages of the Competency Development Needs Analysis (AKPK) business process: (1) Preparation of AKPK Facilitators which is carried out through AKPK facilitator training (Training of Facilitators); (2) Analysis of Competency Development Needs which is carried out in several stages and steps accompanied by a number of forms to be filled in and inputted into the AKPK information system (SI-AKPK). <div><span lang="EN-US">Hoax reporting itself is fake news in an attempt to deceive or outsmart the reader/hearer to believe something even though the fake news maker knows that the news is fake. Hoax outbreaks have become a national problem, including division, political instability and security disturbances that have the potential to hinder national development. Based on this, the authors raise two problem formulations, namely how is the effectiveness of public relations (PR) in optimizing news through social media for the spread of hoax news in the jurisdiction of the Bali Regional Police and how are public relations efforts (PR) optimizing reporting through social media regarding clarification of the spread hoax news in the jurisdiction of the Bali Regional Police.The type of research in this study uses the Empirical Legal research method where the nature of this research is descriptive using primary and secondary data and data sources where the data is obtained by observation data collection techniques, interviews and documentation then the data obtained will be processed and analyzed using a qualitative descriptive method.The conclusion of this research is that the effectiveness of public relations (PR) in optimizing news coverage through social media on the spread of hoax news in the legal area of the Bali regional police is not yet effective, because there is still spreading hoax news that occurs in the legal area of the Bali regional police, given the role of police public relations. The Bali area has a pre-emptive and preventive role in the form of outreach through social media and directly as a form of bridging information that is appropriate to the community, as well as clarifying fake news circulating. Public Relations (PR) efforts in optimizing news through social media related to clarification of the spread of hoax news in the jurisdiction of the Bali Regional Police are Pre-emptive Efforts, by conducting outreach through social media, Preventive Efforts, by forming a Cyber Patrol Task Force (Satgas CyberPatrol) in cyberspace, to carry out monitoring, surveillance of accounts, sites, blogs, social media that broadcast fake news and carry out counters, take persuasive steps, block them by coordinating with other authorities and rectify by providing true information to calm the public of the fake news and Repressive Efforts by carrying out investigations, and investigations of the perpetrators to be processed through the Criminal Justice system.</span></div>I Wayan ArsaNi Ketut WiratnyKadek Dedy Suryana

<p style="font-weight: 400;">Implementation of the Indonesian Recidivism Risk Assessment and Criminogenicity towards the granting of conditional rights by Community Guidance Officers based on Law Number 22 of 2022 concerning Corrections by emphasizing the authority of Community Guidance Officers in their implementation which intersects with the duties of the Correctional Assessor so that there is no continuity between the applicable regulations and the implementation that occurs in the field.</p> <p style="font-weight: 400;">Based on the background above, the problems can be formulated as follows: 1) How is the authority of Community Guidance Officers in implementing the Indonesian Recidivism Risk Assessment and Criminogenicity towards the granting of Conditional Rights based on Law Number 22 of 2022 concerning Corrections? And 2) What are the obstacles to the implementation of the Indonesian Recidivism Risk Assessment and Criminogenicity by Community Guidance Officers towards the granting of Conditional Rights based on Law Number 22 of 2022 concerning Corrections?</p> <p><span style="font-weight: 400;">Based on the research conducted, it was found that the authority of the Community Guidance Officer in implementing the Indonesian Recidivism Risk Assessment and Criminogenicity regarding the granting of Conditional Rights based on Law Number 22 of 2022 concerning Corrections, namely the imbalance in the implementation of the Indonesian Recidivism Risk Assessment and Criminogenicity which is the task of the Assessor but in the field is still carried out by PK to fulfill the completeness of the completion of the community research report. <p>The implementation of the street vendor (PKL) management policy in the red zone of the Alun-Alun and Grand Mosque area in Bandung City presents a significant challenge for the Bandung City Government. While street vendors contribute significantly to the local economy, they also disrupt urban order and aesthetics. This study aims to analyze the implementation of the street vendor management policy, identify the challenges encountered, and formulate strategies to enhance its effectiveness.This research employs a qualitative approach, utilizing data collection techniques such as in-depth interviews, observations, and document analysis. The findings indicate that key factors influencing policy implementation include communication among policy actors, resource availability, vendor compliance, and socio-economic resistance. The primary obstacles to policy implementation consist of inadequate socialization of the policy to street vendors, limited relocation space, and weak enforcement by relevant authorities.To overcome these challenges, the government needs to improve communication with street vendors, provide strategically located relocation areas, and strengthen collaboration with various stakeholders. With a more participatory approach and comprehensive solutions, the management policy for street vendors in strategic urban areas can be more effective in creating an orderly, comfortable, and sustainable city environment.</p>Sri MasrifahPandji SantosaSlamet Suwanto

<div><span lang="EN-US">The problem of narcotics abuse has been affecting the Indonesian people for a long time including in the jurisdiction of East Kalimantan. This is a big problem for the government that requires serious attention in all sectors, especially in terms of law enforcement. Judges as decision-making institutions must earnestly make a comprehensive decision, especially in their sentencing sanctions, so that later the implementation of sentencing sanctions aimed at rehabilitation, coaching, and guidance to inmates can really run effectively, so that the narcotics problem can be overcome trough the punishment and coaching system. Narcotics case inmates are inmates who should be considered to get optimal coaching. This research is expected to be able to describe in detail the social phenomenon that is the subject matter. Training carried out at the Narcotics Correctional Institution Class IIA Samarinda. Research results show that the convict training program is quite effective. In its daily operations, the Samarinda Class IIA Narcotics Correctional Institution has implemented a strict security system that is maximum security in the reception system, placement, guest reception and visit operations, the implementation of a sterile area system, maximum security in every activity and program of residents, the use of digital electronic tools and a guarding system and highly trained and disciplined human resources in order to achieve the goals of the Class IIA Narcotics Correctional Institution Samarinda.</span></div>Joni SasmitoMuhammad Zidane Firmansyah
