Dynamics of Policy Networks in the Implementation of Regional Government Programs in Bandung City, West Java Province

The implementation of public policy at the local government level involves various actors who interact with each other in a policy network. The complexity of urban issues requires cooperation between the government and non-governmental actors so that programs can run effectively. This study aims to analyze the dynamics of policy networks in the implementation of local government programs in Bandung City. This study uses a qualitative approach with a descriptive method. The results show that the implementation of local government programs in Bandung City involves a collaborative policy network, but it is still dominated by the role of the local government. Coordination between actors has been carried out through formal mechanisms, but the involvement of non-governmental actors has not been fully optimized. The dynamics of the policy network are characterized by cooperation that supports program implementation, as well as various challenges such as limited coordination and differences in interests between actors. This study concludes that strengthening an inclusive and well-coordinated policy network is necessary to improve the effectiveness of the implementation of the Bandung City local government program.
